Notable changes:

1. Add interactive app support to OOD with new plugin architecture. “Batch connect” plugins start a server on a batch job and enable the user to connect to it through the dashboard. Examples of plugins this feature is able to support include Desktop via VNC, Paraview GUI app via VNC, and directly connecting to Jupyter or RStudio servers.
